Setting and Reviewing HSQE Objectives

Procedure overview
A M Water Services sets and reviews annual Health, Safety, Quality and Environmental (HSQE) objectives that are consistent with the integrated HSQE policy (POL_HSQE_00), measurable, and aligned with operational reality. Objectives are reviewed at the annual Management Review (SOP 6.4); performance against the previous year's objectives drives the decision to set new ones, continue partially-complete ones, or replace them. Where an objective has not been achieved, the reasons are determined and the objective is either rolled forward or closed with rationale. Approved objectives are recorded in the Register of HSQE Objectives & KPIs (APP_11) and retained per SOP 4.7 Control of Records. Currency is maintained through the routine HSQE compliance cycle — weekly Director / HSQE compliance calls and monthly Onyx site visits.

SMART criteria for HSQE objectives
Every HSQE objective issued under this procedure must be: Specific (clearly defined with named owner), Measurable (numeric target or pass/fail criterion), Achievable (resourced and within AMWS control), Realistic (consistent with operational capacity and the HSQE policy), and Time-bound (completion date, reporting cadence). Objectives that fail any SMART test are returned for redrafting before issue. The set of objectives, taken as a whole, must address all three management standards (ISO 9001 quality, ISO 14001 environmental, ISO 45001 occupational health and safety) and reflect both the legal obligations recorded in APP_10 and the significant risks recorded in APP_05.
