Management of Waste

ISO 14001:2015 Clause 8.1 · Environmental Protection Act 1990 (Section 34 Duty of Care) · Waste (England & Wales) Regulations 2011 (as amended) — Non-hazardous waste management

Procedure overview
A M Water Services applies the statutory Duty of Care under Section 34 of the Environmental Protection Act 1990 to all controlled waste it produces. Waste is segregated at source, stored in suitable containers, and only released to a registered waste carrier holding a valid licence. Each transfer is documented on a Waste Transfer Note (WTN) describing the waste, the European Waste Catalogue (EWC) code, the SIC 2007 code, the parties, the destination and the quantity; copies are retained for at least two years. The waste hierarchy — prevent, reuse, recycle, recover, dispose — is applied to every waste stream and is recorded as having been considered on the WTN. Carriers and disposal facilities are vetted under SOP 5.3; performance is checked through internal audit (SOP 6.2) and the routine HSQE compliance cycle (weekly Director / HSQE compliance calls and monthly Onyx site visits).

Mandatory Waste Transfer Note (WTN) content — statutory minimum
A WTN that is incomplete or inaccurate is a Duty-of-Care offence. Every WTN must include: (a) a written description of the waste; (b) the correct EWC code; (c) how the waste is contained (loose, sack, skip, drum, etc.); (d) a valid SIC 2007 code; (e) a tick declaration that the waste hierarchy has been applied; (f) the quantity (weight or volume); (g) producer name & address (AMWS); (h) carrier name, status and waste-carrier registration number; (i) destination address; (j) date and time of transfer; (k) signatures of both parties. Retain copies for a minimum of 2 years. Failure to operate a registered carrier or to produce a WTN on demand is an offence under EPA 1990 s.34 and may result in unlimited fines.
