Hazardous Waste

ISO 14001:2015 Clause 8.1 · Hazardous Waste (England & Wales) Regulations 2005 (as amended 2016) · CLP Regulation (EC) No 1272/2008 — Hazardous waste management

Procedure overview
A M Water Services classifies, segregates, stores and consigns hazardous waste in accordance with the Hazardous Waste (England & Wales) Regulations 2005 (as amended). Each movement is accompanied by a Consignment Note (CN) bearing the correct EWC, SIC 2007 and Hazard / Disposal / Recovery codes; a copy is retained for at least 3 years, together with the quarterly consignee returns received from the receiving facility. Containers are clearly labelled to current CLP guidance, segregated by stream, stored on bunded surfaces where liquid, and inventoried so the emergency services can locate hazards on arrival. Carriers must hold a valid hazardous-waste-carrier registration and the receiving facility must hold an environmental permit covering the relevant EWC code(s). Compliance is verified through internal audit (SOP 6.2) and the routine HSQE compliance cycle.

Hazardous waste streams typically generated by AMWS — classification examples
The table below is illustrative; the definitive classification for any waste is the entry in the List of Wastes (LoW). Asterisked (*) EWC codes denote hazardous waste under the Hazardous Waste Regulations.

Contaminated soil / spill absorbents17 05 03*, 15 02 02*Sealed drums or skips, labelled, stored on hard standing
Statutory retention — consignment notes & consignee returns
Retain the producer copy of every Consignment Note and every quarterly consignee return for a minimum of 3 years from the date of consignment (Hazardous Waste Regs 2005, reg 49). Keep the records in date and EWC order so they can be produced for the Environment Agency on demand. England no longer requires pre-notification; Scotland and Northern Ireland still operate a 3-day notification process for movements crossing the border.
