This register identifies the legal and other compliance requirements applicable to A M Water Services Limited and evaluates compliance with each. As a water-infrastructure contractor the focus is water-industry regulation (WIRS, water quality, water safety planning), construction safety (CDM, PUWER, LOLER, confined spaces, work at height), environmental protection (permitting, waste, pollution prevention, PFAS monitoring), the management-system standards, and employment, corporate and financial compliance.
Water main installation, service connections and Self-Lay scheme construction; water infrastructure repairs, commissioning, disinfection and maintenance; grab-hire and muck-away; highway working and temporary traffic management; environmental protection during excavation and dewatering; health and safety for construction workers; quality management for water-infrastructure delivery; financial and corporate governance; and employment and people management.
Compliance with a legal requirement is binary: either the requirement applies and is met, or it applies and is not. There is no middle grade, because a grade between the two has no objective test and would come down to a judgement on the day.
| Position | What it means | How it is decided |
|---|---|---|
| Compliant | The requirement applies to AMWS and is met. | The controls named against the entry are in place and evidenced at the last-assessed date. An improvement action may still be running against it; that is recorded separately and does not change the compliance position. |
| Not compliant | The requirement applies to AMWS and is not met. | Raised as a corrective action on APP_21 with an owner and a target date. A legal duty that is not met is a nonconformity and is managed as one; it is not softened inside this register. |
| Not yet in force | Enacted or published but not yet commenced. | The commencement date is recorded and the preparatory action is dated to land before it. Compliance is not evaluated until the duty takes effect. |
| Not applicable | The requirement does not apply to current operations. | The reason is recorded against the entry, so the judgement can be checked rather than assumed. |
Improvement actions are recorded against individual entries and are reached through the Improvement action filter. They run against requirements that are already met and are how this register feeds Clause 10.3 continual improvement. The compliance position above is evaluated independently of them.
Since 1 January 2024 what was retained EU law is known as assimilated law. The broad ministerial powers in sections 11 to 14 of the Retained EU Law (Revocation and Reform) Act 2023 expired on 23 June 2026 and have not been renewed. Assimilated law remains fully in force and can now only be changed by primary legislation or by the ordinary sectoral powers that already existed. For AMWS this reduces legal-horizon risk, and the register no longer tracks late-stage sunset instruments.
Core UK-origin legislation here was never assimilated law and is unaffected. UK REACH continues to apply, with PFAS restriction proposals tracked at L21c. GB CLP continues to apply and drives the hazard statements and pictograms in APP_09. Workplace exposure limits are set by EH40/2005, whose January 2020 edition remains current; APP_09 cites EH40 undated so a new edition does not force a reissue.
Monthly — priority actions and any new incidents or client-contract changes. Quarterly — comprehensive check across every entry. Annually — full review with management, aligned to the Management Review cycle. Ad hoc — when new legislation or significant regulator guidance is published.
A last-assessed date is carried per entry and is changed only on the entries actually reworked, so the register shows when each line was last looked at rather than restamping the whole document.

| 3 | 01/06/2026 | Aaron Mason, Director | 9 new legislative entries added (Water (Special Measures) Act 2025, Worker Protection Act 2023, DUAA 2025 + NUAR, Employment Rights Act 2025, Building Safety Act 2022, Sentencing Council H&S guideline, PFAS UK REACH, ISO 14001:2026 / 9001:2026 / 45001:2027 transition tracking, DVSA Earned Recognition watching brief). REUL / assimilated-law section added. Every citation verified against legislation.gov.uk and regulator sources at 24/04/2026. Sources cited in Section 9. |
| 4 | 09/09/2026 | Aaron Mason, Director | Quality control and currency review. Seven entries that claimed compliance the risk assessments do not support were corrected, including withdrawal of the Rev 3 claim that a sexual-harassment risk assessment had been completed. Nine applicable legal duties absent from the register were added — Fire Safety Order 2005, DSE Regulations 1992, First-Aid Regulations 1981, Workplace (HSW) Regulations 1992, Control of Asbestos Regulations 2012, Safety Signs and Signals Regulations 1996, Consultation with Employees Regulations 1996, Employers' Liability (Compulsory Insurance) Act 1969, and Terrorism (Protection of Premises) Act 2025 recorded as Not Applicable with its reason. Eight stale review and target dates re-dated. Employment Rights Act 2025 staged commencement recorded against verified dates; the harassment action brought forward to 23/10/2026 so it lands before the duty strengthens on 30/10/2026. REUL section updated — the ministerial powers expired 23 June 2026. EH40/2005 confirmed still at the January 2020 edition. Register now stands at 81 entries. Last assessed dates changed only on the entries actually reworked. Addresses SV2 preparation feedback: "if we could just QC this and ensure its current?" |
| 5 | 27/09/2026 | Aaron Mason, Director | The last thirteen middle grades decided, so the data now says what the register says. Rev 4 replaced the six-band scale with four positions and stated that compliance with a legal requirement is binary. The source data still held Substantially Compliant on seven entries and Partially Compliant on six, mapped to "Compliant" for display, so the register asserted that no middle grade existed while carrying thirteen of them — and L57 fire safety, L58 display screen equipment and L59 first aid were shown as compliant off the back of that mapping rather than off a decision. Each of the thirteen has now been tested against the binary question, does the requirement apply and is it met, and all thirteen are met, each with an improvement action that continues to run and is recorded in its own column. The controls behind each were already described in the entry and are unchanged. L58 updated to record that both office workstations were assessed on 27/09/2026, the two remote setups being covered by RA_HO_01 and RA_HO_11; it previously read "two of the four are now assessed". L7 corrected from 30 to 31 COSHH assessments. The generator now refuses any status outside the four rather than mapping it quietly, so a band cannot survive a rewrite again. |
| 6 | 29/09/2026 | Aaron Mason, Director | L18 WIRS restated as Not Applicable. The register was reviewed at the September 2026 Management Review. Self-lay provision does not appear in the certified scope, which is water utility installation, repair and maintenance including reinstatement and grab services, and AMWS holds no WIRS registration, so the requirement does not currently apply. Registration is carried as a strategic intention under decision 2 of that review with no date set, and applicability is reconfirmed at SOP 5.5 Stage 2 enquiry acceptance before any self-lay work is taken on. |
