Purpose

This register is the central index of every Control of Substances Hazardous to Health (COSHH) assessment held by A M Water Services Limited. It ensures systematic tracking, review and maintenance of assessments in accordance with:

  • COSHH Regulations 2002 (SI 2002/2677, as amended)
  • CLP Regulation (EC) No 1272/2008 (as retained in UK law)
  • ISO 45001:2018 Occupational Health & Safety Management Systems
  • HSE EH40/2005 Workplace Exposure Limits

Scope

All hazardous (and formally-classified-as-non-hazardous) substances used, stored or produced as a by-product across A M Water Services operations — field, workshop, office and welfare. The register covers 24 substances at the date of this issue.

Assessment format

Every assessment follows a standard 13-section structure (revision 2 onwards):

  1. Product identification (supplier, CAS, physical form, use)
  2. Hazard classification (H-codes, P-codes, GHS pictograms)
  3. Persons at risk
  4. Routes of exposure
  5. Workplace exposure limits (HSE EH40/2005)
  6. Control measures (hierarchy of controls)
  7. Storage
  8. Emergency procedures (first aid by route, spillage, fire)
  9. Waste disposal (with EWC codes for hazardous waste)
  10. Risk rating (pre- and post-control)
  11. Training requirements
  12. Monitoring and review
  13. References

Each page carries a direct link to the supplier's Safety Data Sheet (SDS) and a Word-document download for paper records.

Benzene exposure — COSHH_23

BP unleaded petrol contains < 1 % benzene — a Category 1A carcinogen. Any routine operative exposure triggers health-surveillance obligations under COSHH Reg 11. Cross-reference APP_08 OHS Hazard Assessments Register.

Status definitions

  • Active — current and approved for use
  • Under Review — being updated or revised
  • Draft — awaiting director approval
  • Superseded — replaced by newer version (retained under document control)
  • Archived — no longer in use but retained for reference

Van-pack synchronisation

The following 13 substances are also carried on the Van Packs site and synchronised via the scripts/sync-to-vanpacks.sh helper in the IMS repo:

COSHH_01, 02, 03, 05, 06, 07, 08, 09, 10, 11, 22, 23, 24.

The remaining 11 assessments (COSHH_04, 12–21) are IMS-only (welfare-area products plus the bulk chlorinated disinfectant kept in the workshop rather than the van).

Review requirements

Annual review

Every COSHH assessment is reviewed annually as a minimum. The review considers:

  • Whether the substance is still in use (discontinue / archive if not)
  • Whether the supplier SDS has been revised (update classification, H/P codes, WELs)
  • Whether controls remain adequate (any incidents, near-misses, or dermatitis cases since last review?)
  • Whether PPE specifications are still appropriate
  • Whether health-surveillance obligations have changed

Trigger-based review (mandatory, outside the annual cycle)

Reviews must also happen when:

  • A new supplier / formulation is introduced
  • SDS revision flags a new H-code or WEL change
  • A related incident or near-miss occurs
  • HSE guidance on the substance is updated (e.g. EH40 revision)
  • Process or quantity changes materially alter exposure

Emergency procedures

Chemical spillage

Substance-specific responses are set out in each COSHH assessment (Section 8). Generic principles:

  • Evacuate non-essential personnel from the area
  • Eliminate ignition sources (fuels, aerosols, solvents)
  • Apply PPE specified in the relevant assessment
  • Contain with appropriate absorbent (sand / vermiculite for hydrocarbons; proprietary absorbent for alkalis)
  • Do not release to drains or watercourses — notify Environment Agency on 0800 80 70 60 if any such release occurs
  • Dispose as hazardous waste via authorised contractor (EWC codes listed in each assessment)

First aid

  • Route-specific first-aid measures set out in each COSHH assessment (Section 8)
  • First-aiders at welfare units, on all active sites, and in the van packs
  • Emergency services: 999 · NHS non-emergency: 111

Safety Data Sheet management

  • Current SDS held for every substance in the register
  • Maximum age: 3 years from supplier revision date
  • Readily accessible at point of use (linked from each COSHH page)
  • For forecourt-purchased fuels, the SDS link opens the supplier's public URL so the live revision is always displayed

Notes

  • COSHH assessments must be readily available wherever substances are used
  • All new substances require an assessment before first use
  • All staff using a substance must receive training on its assessment (toolbox talks acceptable for low-hazard items)
  • Consider cumulative exposure where multiple substances are used in the same activity
  • Pregnant workers, new/expectant mothers and young persons require additional risk assessment for any Category 1A/1B CMR substance (benzene in petrol; relevant to COSHH_23 specifically)
  • All assessments cross-reference their supplier SDS for underlying data
