COSHH Assessment — NAPA Antifreeze & Coolant Longlife Red¶
Confirmed against the container label — classification and product both match
The drum was photographed on 24/09/2026. NAPA Antifreeze & Coolant Longlife Red, 20 litre, product code N90620L, signal word Warning, with the health-hazard and exclamation-mark pictograms.
The supplier sheet held is for that product. NAPA / FPS document N906 Longlife Red Antifreeze, issue 2.0, issued 24/07/2020 and revised 19/10/2023, recording Warning, H302, H315, H319, H373 with GHS07 and GHS08.
A second NAPA sheet was reviewed and set aside. Old World Industries of Northbrook, Illinois publish a US sheet for NAPA Concentrate Antifreeze & Coolant, dated 14 April 2015. It is a different product, written to the US Federal Register, with a narrower classification. It is recorded here so that it is not filed against this assessment later in mistake for the GB sheet.
No discrepancy remains. The assessment was approved on 29/09/2026 and is off draft.
Cabinet check, 24/09/2026

2. Hazard classification¶
Overall classification: Classified under GB CLP. Acute Tox. 4 (oral), Skin Irrit. 2, Eye Irrit. 2, STOT RE 2 (kidneys). The STOT RE 2 classification is the one that shapes the controls — it is a repeated-exposure hazard, so the control that matters is not a single dramatic precaution but consistently changing wet gloves.
Signal word: Warning
Hazard statements (H-codes)¶
| Code | Statement |
|---|---|
| H302 | Harmful if swallowed. |
| H315 | Causes skin irritation. |
| H319 | Causes serious eye irritation. |
| H373 | May cause damage to the kidneys through prolonged or repeated exposure. |
Precautionary statements (key P-codes)¶
| Code | Statement |
|---|---|
| P264 | Wash hands thoroughly after handling. |
| P270 | Do not eat, drink or smoke when using this product. |
| P280 | Wear protective gloves and eye protection. |
| P301+P312 | IF SWALLOWED: call a POISON CENTRE or doctor if you feel unwell. |
| P302+P352 | IF ON SKIN: wash with plenty of water. |
| P305+P351+P338 | IF IN EYES: rinse cautiously with water for several minutes. Remove contact lenses if present and easy to do. Continue rinsing. |
| P314 | Get medical advice if you feel unwell. |
| P501 | Dispose of contents and container to a licensed waste contractor. |
GHS pictograms¶
| Oxidising | Explosive | Flammable | Toxic | Harmful | Corrosive | Human Health | Dangerous for environment | Gas under pressure |
|---|---|---|---|---|---|---|---|---|
| ☐ | ☐ | ☐ | ☐ | ☑ | ☐ | ☑ | ☐ | ☐ |
3. Persons at risk¶
| Staff | Public | Visitors | Contractor | Workers | Young / Pregnant |
|---|---|---|---|---|---|
| ☑ | ☐ | ☐ | ☑ | ☑ | ☐ |
- Highest exposure is whoever tops up or drains coolant on the fleet and yard plant
- H373 is a repeated-exposure hazard. Exposure at AMWS is occasional and small-volume, so health surveillance is not triggered — but if the pattern of work changes, health surveillance is reassessed under SOP 8.7
- No young persons or expectant mothers are employed; if that changes the assessment is re-run before the work is allocated
4. Routes of exposure¶
- Skin contact: The main route — pouring from a 20 litre drum and draining a system. Repeated contact is the H373 pathway
- Eye contact: Splash when decanting from the drum
- Ingestion: The serious hazard. Ethylene glycol is sweet-tasting and this product is drink-coloured. Ingestion needs urgent hospital treatment, and the risk is created by decanting into an unlabelled or drinks container, not by normal use
- Inhalation: Negligible at ambient temperature
5. Workplace exposure limits (HSE EH40/2005)¶
| Component | STD | 8-hr TWA | 15-min STEL | Notes |
|---|---|---|---|---|
| Ethane-1,2-diol, particulate | Sk | 10 mg/m³ | — | EH40/2005 |
| Ethane-1,2-diol, vapour | Sk | 10 ppm / 26 mg/m³ | 40 ppm / 104 mg/m³ | EH40/2005. 'Sk' — absorbed through skin, so the airborne limit alone does not protect |
6. Frequency and duration of exposure¶
COSHH Regulation 6 requires the assessment to consider the amount, level and duration of exposure.
| How often | Occasional — servicing and top-up, a few times a month |
| How long | Under 15 minutes per occasion |
| Quantity | Up to 5 litres decanted at a time from the 20 litre drum |
| Where | Yard fleet bay, outdoors |
7. Control measures — hierarchy of controls¶
Elimination / substitution
- Not substitutable — the fleet requires a BS 6580 OAT coolant
- Exposure is reduced instead by buying premixed where the plant allows it, which removes the dilution step and the handling that goes with it
Engineering controls
- Top up cold engines only — no opening of a hot pressurised system
- Drum kept upright on the bunded shelf with a drip tray beneath
- Spill kit within 10 m of the cabinet and of the fleet bay
Administrative controls
- No eating, drinking or smoking while handling; wash hands before breaks
- Never transfer into an unlabelled container, and never into a drinks bottle. Any jug used for topping up is labelled with the product name and hazard and is not used for anything else
- Used coolant is drained to the labelled waste drum, never to the yard drain
- Change soaked gloves rather than working on — repeated skin contact is the H373 route
Personal protective equipment
- Nitrile gloves. Change them if they get wet through
- Safety glasses — splash risk when pouring from a 20 litre drum
- Coveralls. Change if soaked
8. Storage and handling¶
| Where | Yard COSHH cabinet, drum upright, cap on, on the bunded shelf |
| Bunding | The 20 litre drum sits in the drip tray — a split drum reaching the yard gully is a reportable environmental incident |
| Segregation | Away from food, drink and the mess area |
| Decanting | Only into a labelled container kept for the purpose. Sweet smell and drink-like colour make this product a genuine ingestion risk |
9. Emergency procedures¶
First aid¶
| Route | Action |
|---|---|
| Eyes | Rinse with clean water for 15 minutes, eyelids held open. Remove contact lenses. Get medical advice. |
| Skin | Wash with soap and water. Remove contaminated clothing and wash it before reuse. |
| Inhalation | Unlikely at ambient temperature. If mist has been inhaled, move to fresh air. |
| Ingestion | Call 999 or get medical help immediately. Do not induce vomiting. Rinse the mouth. Take the container or label with you and say it is ethylene glycol — it needs urgent hospital treatment. |
Spillage¶
Contain with the spill kit from the yard spill station — granules, then bag and label as hazardous waste. Must not reach the yard gully, a drain or the watercourse. Report on FORM_ENV_01 and record on APP_21 as an environmental near miss at minimum.
Fire¶
Not flammable in normal use. In a fire use water fog, foam, dry powder or CO₂. Contain firewater — it will be contaminated.
Emergency contacts¶
- Emergency services: 999 — state ethylene glycol if swallowed
- NHS non-emergency: 111
- AMWS supervisor: Jason May
- HSQE support: Sean Ashton (Onyx Operations)
- Environment Agency incident hotline: 0800 80 70 60 — if product reaches a drain, ditch or watercourse
10. Waste disposal¶
Used coolant is hazardous waste, EWC 16 01 14*. To the labelled waste drum and collected by the licensed contractor under a consignment note. Never to the yard drain, the interceptor or general waste. Transfer notes filed under APP_25.
11. Risk rating¶
| Before controls | With controls |
|---|---|
| Moderate | Low |
Risk rating methodology: Severity × Likelihood = Risk (S × L = R). See POL_HSQE_21 — Risk Assessment for the full scoring matrix.
12. Training requirements¶
- COSHH awareness at induction, refreshed annually — APP_12 training matrix
- Specific briefing on the ingestion hazard and the no-decanting rule
- Spill response — SOP 9.3
- This assessment briefed before first use and the briefing recorded
13. Assessment outcome¶
| Outcome | |
|---|---|
| Safe to proceed with existing control measures | ☐ |
| Safe to proceed with additional actions | ☑ |
| Unsafe — do not proceed | ☐ |
14. Monitoring and review¶
- Quarterly COSHH cabinet inspection — drum on the drip tray, cap on, label legible, no decanted containers in circulation
- Annual COSHH review, or sooner on change of product, supplier or task
- A local copy of the supplier sheet to be filed so the assessment does not depend on a supplier link — owner Leanne Mason, target 31/10/2026
- Review immediately if the SDS obtained differs from the label classification recorded above

Method statements¶
No field method statement calls up this substance.
It is a fleet, plant-maintenance, office or welfare item rather than something used in carrying out a field task. The method statements held on the Van Packs site cover field operations; substances used on the vehicles, in the yard workshop or in the office are controlled by this assessment and by SOP 8.5 alone.
